Title: Economic and regulatory issues of public utilities: a focus on energy and waste
Abstract: In this talk, I will present an overview of my research activities in the field of public utilities and network industries, providing electricity, natural gas and municipal solid waste services. All these sectors are regulated by an independent Authority. For the electricity and natural gas sectors the path to the free market has almost been completed because in 2022 the protection regime will end. On the contrary, the solid waste sector begun to be regulated from this year (2020), when the first national tariff method entered into force. Accordingly, as concerns the natural gas and electricity utilities, my study focuses on the analysis of economic performance and the competitiveness of the retail sector in a post-liberalization phase. Instead, as concerns the municipal waste sector, my research focuses on the analysis of the cost drivers of the service since the new tariff will have to be cost-reflective. By employing an empirical model, I consider both the predictors usually adopted (e.g. the quantity of waste collected, the wage level and the population density), and new variables able to describe the typical features of the Italian context that make the management of the waste service more problematic: a low separate collection rate (especially in the southern regions), and the infiltration of crime in the waste disposal, in the context of a general infrastructure insufficiency. Finally, I will discuss the future development of this research.
